To what degree might it be possible to use characterizations of market segments that were intended for commercial/product purposes for reaching and moving a given audience toward a more progressive position over time?
As a corollary, to what degree might it be possible to use characterizations of market segments that were intended for get out the vote efforts for reaching and moving a given audience toward a more progressive position over time?
I ask, because segmentation research is expensive, and we may be able to economize if we can build upon what's already been done.
Assuming that we identify the issue or issues that are most important to a given market segment, e.g., Latinos between the ages of 18 and 26, what processes might be best for identifying the media, other than major media, that most effectively targets this audience?

The Frameworks Institute did extensive communications research for the Global Interdependence Initiative (GII), starting in 1999 (see the Progressive Roundtable Resource Library). Educational materials Frameworks created were made available to the GII member organizations. What has happened as a result of all this work? Are there any current ongoing efforts? Any outcome measures?
I think we will need to move broad public opinion on energy/global warming, because broad, bipartisan support will be needed to make changes at local, state, or national levels. After all, to deal with this issue and its repercussions (effects of global warming, transportation, weather instability, famines, etc.), we are talking about major changes in how our society works.
Which population segments should we address first? Are there market research data, particularly values or psychographic segmentation combined with KAP (knowledge, attitudes, practices) to inform this decision?
