A 2004 Peace & Security Initiative survey of NGOs and funders identified a need for alternative policy approaches to national decision makers, more effective use of media and messaging, engaging grassroots activists, and improved use of technology. To increase effectiveness, alterations in funding patterns were advised to support media training, communications, and training and support for websites, technology, and capacity.
